The Home Builders Federation (HBF) has released its updated Home Building Sector Skills Plan — a long-term roadmap designed to ensure the industry has the skilled workforce needed to deliver 1.5 million new homes during this Parliament.
The new plan reflects the progress already being made across the sector while setting out bold steps to address the UK’s ongoing skills challenge. From encouraging more young people into construction careers to creating greater diversity and stronger career pathways, the plan is focused on building the capacity needed for the future.

Our mentorship model is highlighted as a way to support new entrants into bricklaying, providing structured development and clear progression opportunities. For too long, entry-level bricklayers have lacked formal routes for advancement — this approach is designed to change that.
The plan also places emphasis on several important initiatives, including:
- Expanding NHBC Multi-Skill Hubs (backed by CITB), which will support up to 3,000 apprenticeships each year.
- Strengthening the Partner a College pilot, connecting education providers with employers to improve employability.
- Delivering fully-funded masterclasses in brickwork and roofing, alongside programmes such as Women into Home Building.
While industry is already stepping up, the HBF is also calling for government backing. The plan urges long-term investment in training, greater flexibility in funding for further education, and the removal of barriers that currently hold employers back.
